Число is a mathematical term. A mathematical number is called число (for example, you use числа for counting: один, два, три, четыре, etc). Число can also mean 'a calendar day' (for example, пятнадцатое число/15th day of a month) and 'quantity' (число пассажиров/количество пассажиров/number of passengers).

Номер is an ordinal number of an object in a group of other similar objects. We use it to identify objects. For example, номер билета, номер комнаты, номер автобуса (ticket number, room number, bus number), etc.
