Внешняя политика современной России. 

Во внешней политике современной России можно выделить три основных направления.

1. отношения с развитыми странами Запада 
2. отношения с бывшими республиками СССР 
3. отношения с крупными государствами «третьего мира». 

Отношения с Западным миром являются приоритетным направлением во внешней политике страны, поскольку Запад занимает господствующие позиции на мировой арене практически во всех сферах деятельности. В начале 90-х гг. отношения между Россией и Западом (и в первую очередь между Россией и США) характеризовались как стратегическое партнерство, однако на протяжении всего десятилетия происходило постепенное охлаждение отношений. По выражению Б. Ельцина, можно говорить о «холодном мире», пришедшем на смену «холодной войне». Такой «мир» является чем-то промежуточным между партнерством и откровенной конфронтацией. 

В России главной причиной охлаждения отношений считают политический курс Запада по расширению собственной сферы влияния и подавление всех, кто не хочет играть по западным правилам. Проявления этого - расширение НАТО на Восток, натовские бомбардировки Югославии весной 1999 г. из-за этнического конфликта в Косово, политика «двойных стандартов» в отношении России и русских (например, критика России из-за войны в Чечне и снисходительное отношение к нарушениям прав русских в государствах Балтии), вмешательство США в те регионы, которые Россия традиционно рассматривает как свою сферу влияния (например, в Закавказье) , отсутствие реальной экономической поддержки реформ в России. 

На Западе причиной охлаждения отношений с Россией называют потерю к ней интереса и уважения из-за воцарившегося в стране экономического и политического хаоса, а также «попытки России проводить прежний имперский курс по отношению к бывшим советским республикам». 

В отношениях с бывшими советскими республиками, одной из важнейших проблем России является защита прав русскоязычного населения. Эта проблема наиболее актуальна для отношений со странами Балтии, Украиной, Молдавией, Казахстаном. Отношения с экс-республиками СССР омрачают также экономические проблемы (например, задолженность многих новообразовавшихся государств за российские поставки нефти и газа) и проблемы непризнанных территориальных образований (Приднестровской республики, Абхазии, Южной Осетии). В целом Россия пытается сохранить свое влияние в бывших союзных республиках, используя различные рычаги давления и настаивая на ускорении интеграции в рамках СНГ. 

Что касается отношений со странами «третьего мира», то здесь Россия пытается применять прагматический подход, выявляя свою заинтересованность в развитии взаимовыгодных хозяйственных связей. В отношениях с крупными державами (Китаем, Индией, Ираном, Бразилией) важную роль играет концепция «многополюсного мира», противопоставляемая верховенству Запада во главе с США («однополюсному миру»). Эта концепция встречает благожелательное отношение лидеров региональных держав, недовольных господством США на мировой арене.

Борис Ельцин

Борис Ельцин - первый президент России. Избирался на пост президента два раза (в 1991 и 1996 годах) и находился у власти до декабря 1999 года.

Ельцин вошёл в историю как первый президент, который был избран народом, а не назначен правительственной верхушкой. Наиболее известен как организатор сопротивления действиям августовского путча 1991 года, а также как радикальный реформатор всего общественного, политического и экономического устройства России. 

Борис Ельцин также известен следующими действиями.
 
&lt;s7&gt;•	Своими решениями о запрете КПСС и роспуске Верховного Совета
&lt;s8&gt;•	Курсом на отказ от социализма, попытка радикального перехода на рыночную экономику, что привело к череде экономических и политических кризисов в России в 90х годах
&lt;s9&gt;•	Подавлением вооружённого путча, зачинённого консервативно настроенными комунистами в 1993 с целью отстранения от власти Горбачева и предотвращения распада СССР
&lt;s10&gt;•	Началом военной кампании в Чечне в 1994 году и её завершением в 1996
&lt;s11&gt;•	Повторным вводом войск и бомбардировками Чечни в сентябре 1999 года

Внешняя политика Ельцина была направлена на вывод России на международную арену как суверенное государство и признание её мировым сообществом. Ельцинская политика основывалась на балансе между налаживанием отношений со странами запада и выводе России из состояния холодной войны, и построением новых дружественных отношений с бывшими советскими республиками.

Согласно многочисленным заявлениям, Ельцин страдал от алкоголизма.
Строуб Тэлбот, первый заместитель Государственного секретаря США в 1994—2001, в своих мемуарах подчёркивал любовь Ельцина к алкоголю. Вот, что он писал о влиянии алкоголя на принятие решений во внешней политике - «Ельцин соглашался на любые уступки, главное — успеть между стаканами…». Он также отметил, что алкогольная непредсказуемость президента России была большой проблемой при организации встреч и переговоров между двумя странами. 
Как заявляют многие аналитики, Б. Клинтон обязан страсти Б. Н. Ельцина к спиртному в достижении своих политических целей. 

Самыми известными внешнеполитическими решениями Ельцина были следующие.

Вывод российских войск из Германии; 
Выступления против бомбёжки Югославии, угрозы «перенаправить» российские ракеты на США.  

31 декабря 1999 года Б.Ельцин объявил об отставке с поста Президента Российской Федерации. 
Он объяснил свой уход "не состоянием здоровья, а совокупностью всех проблем". Уходя, он попросил прощения у граждан России - "Я хочу попросить у вас прощения. За то, что многие наши с вами мечты не сбылись. Я прошу прощения за то, что не оправдал Ваших надежд "
Дочитав свою речь, он оставался неподвижным ещё несколько минут, а по его лицу лились слезы.

Исполняющим обязанности Президента был назначен Председатель Правительства Владимир Путин, который в тот же день подписал указ, ограждающий Ельцина от судебного преследования, а также гарантирующий ему значительные материальные льготы.

Дмитрий Анатольевич Медведев родился 14 сентября 1965 года в Ленинграде, вырос в профессорской семье. 
Выпускник юридического факультета Ленинградского государственного университета (ЛГУ) им. А.А.Жданова, кандидат юридических наук.
С женой Светланой Медведев познакомился ещё в школе. В настоящее время она занимается организацией общественых мероприятий в Санкт-Петербурге и воспитывает сына Илью.

В годы юности Медведев увлекался тяжёлым роком и фотографией, а в университете стал отдавать предпочтение спорту и стал титулованным тяжёлоатлетом.
При росте 162 сантиметра, Медведев является самым низкорослым из ныне действующих лидеров. До него эту позицию удерживал "Великий руководитель" Северной Кореи Ким Чен Ир.

Дмитрий Медведев – третий президент Российской Федерации, политический "наследник" Путина. Согласно конституции, Путин не имел права баллотироваться в президенты на третий срок, поэтому он выбрал Медведева как "промежуточное звено" между своим первым и последующим (в 2012 году) президенствами. Голосовав за Медведева, российский народ тем самым выказывал доверие и преданность Путину.

С приходом Медведева к власти, единственное, что изменилось в политике Кремля – это стиль и лексикон президента. В отличие от Путина, Дмитрий Медведев способен к самокритике и открытому озвучиванию существующих проблем. Он прямо заявил о нефункционирующей экономике страны и отметил, что Россию держат на плаву нефть и газ, а не знания и сильный средний класс, как это должно быть в развитой стране.

Своей политикой и принятием решений Медведев практически не отличается от Путина. Его упрекают в том, что он так и не нашёл в себе смелости реформировать положение полного контроля над "суверенной демократией".
Многие его критикуют за то, что он ни разу за свою жизнь не был самостоятельной фигурой, всё время находясь в тени Путина и выполняя его распоряжения. Между тем, Кремлёвские политики отмечают, что Медведев – хороший администратор, порядочный, современный и нестандартно мыслящий человек, грамотный юрист.

На сегодняшний день, власть в России подобна двухглавому орлу на гербе этой страны. Одна голова – Медведев, способный к самокритике и осознанию существующих проблем, более менее устраивающий Запад. Другая голова – любимый народом Путин, фактически руководящий страной с помощью марионетки Медведева. 
У Медведева есть ещё два года, чтобы попытаться "обрезать марионеточные нити" и заявить о себе как о самостоятельном политике.

Dmitry Anatolyevich Medvedev was born on September 14, 1965, in Leningrad and grew up in a family of professors. A graduate of the Law Department of the Leningrad State University, he has a PhD in law.

Voting for Medvedev, people of Russia essentially expressed trust and loyalty to Putin.

Владимир Путин

Владимир Владимирович Путин – второй президент Российской Федерации. Родился 7 октября 1952 года в городе Ленинграде (сегодня – Санкт-Петербург). В 1975 году В. В. Путин закончил юридический факультет Ленинградского государственного университета и по распределению был направлен на работу в органы государственной безопасности. В 1985-1990 годах работал в Германии на советскую разведку. 

После нескольких лет работы в Санкт-Петербургской мэрии, в 1998 году назначен директором Федеральной Службы безопасности. С августа 1999 года - Председатель Правительства РФ. С 31 декабря 1999 года Путин находился на посту исполняющего обязанности Президента РФ, затем – президента России (2 срока). 
Мировое общественное мнение не позволило Путину нарушить конституцию страны и стать президентом России третий раз подряд (хотя, как иронизировала западная пресса - «российский народ заявил о единодушной поддержке такого решения»). 

Путин - кандидат экономических наук. Свободно владеет немецким языком, может объясняться на английском. Мастер спорта по самбо и дзюдо. 

Супруга - Людмила Александровна Путина. Закончила филологический факультет Ленинградского государственного университета, владеет испанским, французским и немецким языками. В семье Путиных двое детей - дочери Маша и Катя. У них также живёт много различных домашних животных, в основном подаренных. Три собаки — два пуделя и чёрный лабрадор Кони, коза Сказка и её козлёнок, карликовая лошадка по имени Вадик.

Сейчас Путин – премьер-министр России, но все политологи уверены, что именно он станет следующим президентом своей страны и именно он (а не нынешний номинальный президент страны Д.Медведев)  фактически продолжает удерживать все рычаги власти в своих руках.

В 2007м году, американский журнал Time назвал президента Владимира Путина человеком года. Вот, что о нём писали - «Путин проявил исключительное мастерство в руководстве страной, которую он принял в состоянии хаоса и привел к стабильности». 
Путин не утрачивает позиции самого популярного политика России с 1999 года.
Одновременно этого политика много критикуют за рубежами России за то, что он, фактически, возобновил политическое и военное противостояние с США. Например, корреспондент британской газеты «The Times» Роджер Бойз считает, что Путин — «неудачник, упустивший возможность из разряда тех, что даются один раз за жизнь поколения - воспользоваться нефтегазовыми доходами, чтобы ввести страну в золотой век, сделать рывок к благосостоянию общества, а не тратить деньги на все новые и новые вооружения». 

Международными политиками также критикуется тот факт, что в «эпоху Путина» фактически была уничтожена политическая оппозиция действующей власти, которая не возродилась до настоящего времени. Отсутствует в России и по-настоящему независимая пресса.
